iTIC Office, Bangkok – May 29, 2026: The Intelligent Traffic Information Center (iTIC) Foundation, led by Mr. Ninnart Chaithirapinyo (Chairman) and Dr. Passakon Prathombutr (Vice Chairman), held a collaborative meeting with ThaiRAP, led by Prof. Dr. Kasem Choocharukul, Manager of the ThaiRAP (Thailand Road Assessment Programme) Center of Excellence at the Faculty of Engineering, Chulalongkorn University. Prof. Dr. Kasem is one of Thailand’s leading experts in road safety and transport infrastructure assessment. The meeting aimed to establish an in-depth partnership to drive the “Zero Black Spot Initiative” (ZBS Thailand), which seeks to transform Thailand’s road accident metrics—currently ranked 9th globally—into measurable safety through data science.
The core of this discussion focused on integrating the iRAP Star Rating system—a global 1–5 star infrastructure safety assessment used in over 100 countries—with the iTIC Dynamic Layer. This dynamic layer incorporates GPS Probe traffic data, a 3-year historical accident database to prioritize infrastructure improvements, and Traffic Simulation systems to assess high-risk zones.
This collaboration will pioneer a “Dynamic Road Risk Score”—a route-by-route risk index that updates daily based on real-world conditions. This groundbreaking, world-first innovation will allow relevant agencies to precisely pinpoint accident black spots and forecast potential hazards. This data can be utilized for targeted physical improvements, such as upgrading roads surrounding corporate facilities to enhance employee safety and compiling data for ESG reporting.
The ZBS Thailand project focuses on proactive intervention through a tripartite collaboration model:
City Partners: Municipalities and local authorities will gain access to risk-analysis dashboards and decision-making tools for road improvements without needing major capital investments of their own.
Corporate Partners: Under the concept “1 Company = 1 Safe Zone,” companies are invited to invest in safety initiatives around their facilities to protect employees and local communities. This initiative can seamlessly integrate into corporate ESG Impact Reports with tangible, measurable results.
School Safety: Implementing the Star Rating for Schools (SR4S) framework to elevate commuting safety for youth right outside school gates.
The meeting also highlighted the application of the SUMO Traffic Simulation system to model proposed countermeasures—such as optimizing traffic signal timings or altering traffic flow directions—prior to executing physical upgrades. This ensures maximum efficiency, guaranteeing that every 1 Baht invested generates up to 34 Baht in social safety value, aligning with iRAP’s standard Return on Investment (ROI) metrics.
The initiative aims to launch sandbox pilot areas within 2026, including the roads surrounding Chulalongkorn University, the Toyota Ban Pho plant in Chachoengsao province, and Pattaya. The shared vision is “Vision Zero”—the conviction that no one should be killed or seriously injured on the road—shifting the paradigm of road safety management from “guesswork” to being permanently “data-driven.”
